Even PR distribution across HDB estates to be monitored
The Housing and Development Board (HDB) will consider actions in order for the congregation of permanent residents to be prevented if necessary.
After Lim Wee Kiak, a member of Parliament raised a question about the distribution of PRs in different public housing estates and the number of PRs who possess HDB units, MediaCorp contacted the statutory board.
“It's important that PRs can integrate into the larger citizen community and to have a good mix of PRs in HDB estates. HDB will monitor the distribution of PRs in HDB estates,” said the spokesman for HDB.
“The number of PR households owning HDB flats is a small proportion of all HDB households.”
For Dr. Lim, who may get the exact figure by next month when the parliament is in session, 10 to 15 percent would be considerable enough "as big a group as Indians and Malays" – to necessitate the introduction of a quota system to make certain that there is fair distribution of PRs all over the estates. This will aid the efforts to naturalise and integrate them. Dr. Lim added that PRs will remain to be separated.
PR households are also subjected to similar HDB guidelines, which include the Ethnic Integration Policy. They are also allowed to purchase any type of resale unit, but unlike the privileges that Singaporeans have, they are not entitled for any mortgage and housing subsidy.
Warned against the introduction of a quota, MP Ho Geok Choo, however, said, "The numbers (of foreigners) are not so intimidating or threatening yet. We have to share the need to house these foreign residents among us in Singapore."
Doctor Lim expects his colleagues will raise more queries when Mah Bow Tan, Minister of National Development, gives his response in parliament. According to him, the concern must be addressed as soon as possible.
“Eventually, a lot of (PRs) may become Singaporeans and they'll have a chance to exercise their vote and will become a political voice,” stated Dr. Lim.
